CALL FOR PROPOSALS: ECONOMIC ASSESSMENT OF ECO-INDUSTRIAL PARKS IN UZBEKISTAN

The United Nations Industrial Development Organization (UNIDO), within the framework of the project “Introduction of Eco-Industrial Parks in Uzbekistan,” invites qualified service providers to submit proposals to conduct an economic assessment of the role and potential contribution of Eco-Industrial Parks (EIPs) to Uzbekistan’s national and regional economy.

The project is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and supported by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

Objective of the assignment

The assignment will assess how the transition towards Eco-Industrial Parks could support Uzbekistan’s industrial development, resource efficiency, investment attractiveness and regional economic growth.

The study will provide an evidence-based foundation for government decision-making, the phased institutionalization and scaling of the EIP approach, the design of incentives and financing mechanisms, and engagement with development partners and international financial institutions.

Scope of work

The selected service provider will be expected to:

• assess the current contribution of industrial zones to Uzbekistan’s national and regional economy;

• analyse evidence from the Urgut Free Economic Zone and Mechanic Small Industrial Zone;

• develop an economic theory of change for EIP implementation;

• assess economic effects at enterprise, industrial-park, regional and national levels using methods supported by the available data;

• examine potential contributions to productivity, investment, employment, trade, resource efficiency, public revenues and regional development;

• develop and compare at least three EIP scaling scenarios extending to 2030;

• assess relevant policy, institutional and financing options;

• recommend a phased implementation roadmap; and

• propose a practical national monitoring framework for tracking the economic contribution of EIPs.

The analysis must clearly distinguish verified results from assumptions, contribution pathways and conditional scenarios. Findings from the pilot companies must not be treated as nationally representative unless supported by an appropriate methodology and sufficient data.

Duration and deliverables

The indicative duration of the assignment is 24 calendar weeks.

The principal deliverables will include:

• Inception Report;

• Baseline and Data Diagnostic;

• Economic Analysis and Implementation Scenarios Report;

• Draft Analytical Report and Monitoring Framework;

• Validation Workshop Package; and

• Final Study Package, including the final report, executive summary, policy brief, presentation and indicator framework.

Required expertise

Applicants should propose a multidisciplinary team with senior expertise in:

• macroeconomics and team leadership;

• economic modelling and scenario analysis;

• industrial and regional economics;

• environmental and resource economics;

• statistics and data analysis; and

• public policy, finance and investment instruments.

The team should demonstrate knowledge of Uzbekistan’s economic and institutional context, experience working with official statistics and administrative data, strong analytical writing skills, and professional working capacity in English and Uzbek and/or Russian.
