UNIDO and Uzbekistan’s Energy Efficiency Agency Discuss Cooperation on Eco-Industrial Parks

On 15 July 2026, representatives of the United Nations Industrial Development Organization (UNIDO) and the National Agency for Energy Efficiency under the Cabinet of Ministers of the Republic of Uzbekistan held an online meeting to discuss potential areas of cooperation under the second phase of the project “Introduction of Eco-Industrial Parks in Uzbekistan.”
The meeting brought together representatives of the Energy Efficiency Agency, the UNIDO project management team, national project staff and international experts. Participants reviewed the mandate and current priorities of the Agency and discussed how its expertise could support the transformation of selected industrial zones towards more resource-efficient, low-carbon and competitive models of industrial development.
During the meeting, participants discussed several potential areas of collaboration, including:
participation of Agency specialists in Resource Efficient and Cleaner Production assessments and energy audits of enterprises in the selected industrial zones;
identification of companies subject to mandatory energy audits and alignment of UNIDO assessments with national requirements;
organization of awareness seminars and technical training for industrial enterprises on energy audits, energy-efficiency measures and available support instruments;
development and piloting of ESCO mechanisms and energy-performance contracts in industrial zones;
development of monitoring systems for measuring energy savings and verifying the results of implemented measures; and
exchange of international experience and good practices with similar institutions in other countries.
As a next step, UNIDO and the Agency will continue consultations to further define areas of cooperation, identify priority activities, and explore opportunities for joint efforts to support the implementation of the Eco-Industrial Parks initiative in Uzbekistan.
The cooperation is expected to strengthen the energy-efficiency component of the Eco-Industrial Parks initiative and contribute to the wider adoption of resource-efficient technologies, green financing mechanisms and sustainable industrial practices in Uzbekistan.

About the project: Through the Uzbekistan Eco-Industrial Parks (EIP) Phase II (2026 –2027) UNIDO promotes sustainable industrial development in three industrial zones by applying the International EIP Framework and resource-efficient and cleaner production (RECP) principles at resident companies.
The EIP initiative is part of the broader project “Private Sector Development and Economic Policy Advice in Uzbekistan”, funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Uzbekistan. The EIP component is carried out by the United Nations Industrial Development Organization (UNIDO).
About the Energy Efficiency Agency:
Established by Presidential Decree No. PF-63 of 27 March 2025, the Agency is responsible for implementing the unified state policy on energy efficiency, supporting the development of the Energy Service Company (ESCO) market, attracting investment for energy-efficiency projects, strengthening professional capacities and promoting responsible energy consumption among businesses and the public.
