Uzbekistan Strengthens Eco-Industrial Development: Steering Committee Reviews Key Progress and Next Steps

Tashkent, Uzbekistan — 29 October 2025.

The Steering Committee of the project “Introduction of Eco-Industrial Parks in Uzbekistan” held its meeting on 29 October 2025 to review progress and key results achieved in advancing the country’s transition toward resource -efficient, low-carbon, and sustainable industrial zones.

The initiative is implemented by the United Nations Industrial Development Organization (UNIDO) with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the Green Industrialization Programme funded by the German Federal Ministry for Economic Cooperation and Development (BMZ).

Senior officials and experts from government institutions, industrial parks, academia, and development partners participated in the session, reaffirming strong national commitment to transforming industrial zones through international best practices and UNIDO’s Eco-Industrial Parks (EIP) Framework.

Strong momentum toward green industrial transformation 

Opening the meeting, Tatiana Chernyavskaya, UNIDO Project Manager, underlined significant advancements delivered by the project and the strategic importance of the Steering Committee’s guidance in the current stage of the initiative.

“Uzbekistan is laying a solid foundation for a new generation of sustainable industrial parks. Our joint work with national partners demonstrates growing demand for green innovation, industrial symbiosis, and cleaner production practices,” — said Ms. Chernyavskaya.

Representing the donor and partner organisation, Igor Eromenko, Component Manager of the GIZ “Green Industrialization in Uzbekistan” Programme, welcomed participants and stressed the alignment between Uzbekistan’s aspirations and international sustainability standards.

Key results presented

During the meeting, the project team presented major achievements, including:

  • Completion of EIP Baseline Assessments and Action Plans for Urgut FEZ and Mechanic SIZ

  • Results of 20 Resource Efficient and Cleaner Production (RECP) assessments of enterprises which identified more than 90 RECP and industrial symbiosis opportunities

  • Preparation of 20 detailed business cases for green interventions

  • Progress on establishing a platform for national experts to institutionalise resource efficiency and circular economy in the country

  • Draft EIP regulatory proposals developed in collaboration with state institutions

  • Technical feasibility studies on rooftop solar PV, heat pumps, and industrial wastewater reuse

Policy partners from the Institute of Legislation and Legal Policy (ILLP) shared updates on the development of a comprehensive regulatory framework enabling industrial parks to receive and maintain EIP status based on sustainability performance and international standards.

Pilot innovations and investment readiness

Technical experts presented investment-ready pilot concepts for:

  • Rooftop solar photovoltaic systems

  • Heat pump systems for energy-efficient heating and cooling

  • Advanced wastewater treatment and reuse solutions enabling up to 100% water recycling in selected enterprises

These pilots demonstrate high economic feasibility and environmental impact, creating a strong foundation for scaling sustainable industrial technology solutions nationwide.

Commitment to collaborative implementation

Participants emphasised the importance of coordinated government action, capacity building, and financial mechanisms to ensure the successful rollout of EIP principles across Uzbekistan’s industrial zones.

The meeting concluded with an invitation to all stakeholders to attend the National EIP Conference on 20 November 2025, where the project will present its consolidated results, tools, and recommendations for future long-term sustainability.
